Program Overview

Background

The Asia Pacific Leaders Malaria Alliance (APLMA) is an alliance of Asian and Pacific heads of government formed to accelerate progress against malaria and to eliminate it in the region by 2030 or sooner. The Alliance was formed at the 2013 East Asia Summit (EAS) in Brunei in response to leaders’ concerns about the rising risk of malaria resurgence, in particular due to increasing drug resistant malaria in the Greater Mekong Sub-region.

APLMA is a distinctive platform for collective regional leadership for malaria elimination and health security. Following endorsement of the Asia Pacific Leaders Malaria Elimination Roadmap by 18 Heads of Government at the 2015 EAS in Malaysia, APLMA will work to increase resources available for elimination, support leaders and senior officials in creating an enabling policy environment for elimination, and track progress against an agreed Dashboard.

APLMA works with and through national and international authorities to progress elimination. Specifically, to ensure leaders and their senior officials are informed of progress, of key enablers for success, and of risks to progress. APLMA works to assist in translating the collective will of the region’s leaders into coordinated action by relevant authorities. These are structured around the 6 Roadmap Priorities and articulated in the APLMA Secretariat Strategic Plan 2016-2020.

In implementing these priorities, APLMA:

  • Collaborates with partner organizations to progress the elimination agenda and to prioritize issues for leaders’ attention;
  • Conducts and commissions research to build the evidence base for effective interventions and to develop policy options;
  • Convenes multi-agency Task Forces to scrutinize, interpret and determine the implications of evidence;
  • Tracks progress against an agreed Dashboard; and
  • Advocates for the policy priorities established by EAS leaders, the World Health Organisation and Task Forces.

APLMA recognizes and complements country efforts led by national governments, as supported by the World Health Organization. It also acknowledges the large number of existing organizations working to reduce and eliminate malaria. APLMA facilitates high-level engagement on the building blocks for malaria elimination, including research, policy and program coordination, regulatory collaboration, finance and governance.

Accountability/ Working Relationships

The Finance Manager will be accountable to the COO. The Finance Manager will oversee and supervise the Finance and Operations Officer.

Position Summary

The Finance Manager contributes to the overall success of the organization by effectively managing all financial tasks for the organization.

The Finance Manager will:

  • work closely with the COO to provide leadership for the fiscal operations and financial reporting functions of the organization.
  • plays a key role in tracking and communicating financial information to the Senior team management (SMT), the Board and donor agencies,
  • ensure compliance to Singapore statutory requirements on audit, tax filing and financial reporting.
  • ensure compliance to APLMA’s financial policies, processes and procedures.
  • support other finance, accounting and administrative tasks as required.
Key Responsibilities

Financial Accounting and Reporting

  • Develop and prepare timely and accurate financial statements and reports that are appropriate for the users and in accordance with generally accepted accounting principles (GAAP) and Singapore financial reporting standards
  • Develop, implement, and ensure compliance with internal financial and accounting policies and procedures
  • Ensure that all statutory requirements of the organization are met including Charitable Status, Income Tax, Goods and Services Tax, among others
  • Prepare all supporting information for the annual audit and liaise with the Board's Audit Committee and the external auditors as necessary
  • Coordinate the selection and management of external auditors and other finance/accounting consultants, including the development of Terms of Reference
  • In coordination with the Finance and Operations Officer, ensure complete and accurate supporting information for all financial transactions
  • Develop and maintain financial accounting systems for cash management, accounts payable, accounts receivable, and petty cash, including cost allocation and chart of accounts
  • Review/Finalize reconciliation of bank and investment accounts
  • Review monthly results and implement monthly variance reporting
  • Manage the cash flow and prepare cash flow forecasts in accordance with policy
  • Oversee the bookkeeping function including maintenance of the general ledger, accounts payable, accounts receivable and payroll
  • Develop and implement policies and procedures to ensure that personnel and financial information is secure and stored in compliance with current legislation
  • Manage the acquisition of capital assets and ensure that assets are properly recorded, amortized, and disposed of as appropriate
  • Prepare annual charitable return in a timely manner as appropriate
  • Liaise with the Treasurer, Finance Committee and/or Audit Committee as appropriate
  • Assist the CEO, COO and the Board Treasurer with financial reporting as required at Board meetings and the Annual General Meetings

Payroll Preparation and Benefits Administration

  • Oversee all payroll functions to ensure that employees are paid in a timely and accurate manner
  • Recommend and implement payroll and benefits management system
  • Assist in the negotiation and management of employee insurance and benefits plans
  • Process and submit statutory and benefits remittances on time
  • Issue annual employee earnings statement

Budget Preparation

  • Establish guidelines for budget and forecast preparation, and prepare the annual budget in consultation with the CEO and Treasurer and/or Finance Committee
  • Assist Senior Management Team (SMT), Program Directors and Project Managers with the preparation of budgets for funding applications and specific activities, including events

Grants/Project Management Accounting

  • Maintain financial records for each grant/project/activity in a manner that facilitates management reports
  • Ensure that accurate and timely financial statements are prepared in accordance with contract agreements with funders
  • Provide accurate and timely reporting on the financial activity of individual grants/projects/activities

Risk Management

  • Assist in monitoring risk management policies and procedures to ensure that program and organizational risks are minimized
  • Advise the organization's leadership on appropriate insurance coverage for the organization and the Board of Directors
  • Negotiate with bank for lines of credit or other financial services as required and appropriate
  • Review/Oversee the management of all leases, contracts and other financial commitments
  • Assist in monitoring all legislation relevant to the organization (employment standards, occupation health and safety, human rights, etc) and all regulations on professional certification to ensure that the organization is compliant

Financial Information Technology

  • Evaluate the need for new technology to meet the organization's financial data processing, control, and reporting requirements
  • Advise on appropriate technology that meets the organization's financial and accounting information requirements and financial resources
  • Coordinate the implementation of the financial information technology, including assessment of training needs and conduct of trainings
Selection Criteria

Qualifications

  • University degree or college diploma in Accounting, Commerce, Business Management/Administration, or equivalent qualifications.
  • Chartered Accountant, Certified General Accountant, or Certified Management Accountant designation is a strong asset.

Experience

  • At least five years of progressive financial responsibility, with a strong understanding of generally-accepted accounting principles and Singapore financial reporting standards, HR management principles and procurement standards.
  • Experience working in an international non-profit/charitable organization is a plus.

Knowledge and Skills

  • Demonstrable experience of general business policies and processes
  • Sound knowledge of accounting principles and excellent math skills
  • Experience and proficiency on the use of accounting software;
  • Knowledge of the Abila accounting software is desirable, but not required.
  • Good understanding of HR management principles
  • Excellent skills in spreadsheet, word processing and presentation software; working knowledge of Office 365 a plus
  • Excellent skils in organisation and management of filing systems
