Request for Expressions of Interest

Support for development APLMA/APMEN Strategic Plan, workplan, budget, results framework

Background

The Asia Pacific Leaders Malaria Alliance (APLMA) and the Asia Pacific Malaria Elimination Network (APMEN) work jointly to support malaria elimination in Asia and the Pacific by 2030. The APLMA and APMEN secretariats, based in Singapore, currently have a strategic plan in place to guide malaria elimination efforts until 2020.

Purpose

Entering into a new phase of malaria elimination in Asia and the Pacific, the APLMA/APMEN Secretariats needs to develop a strategic plan to guide their regional efforts in support of malaria elimination for 2020 – 2023 and related funding proposals to support these activities.

Objective

The APLMA and APMEN Secretariats seek a suitably qualified organisation to assist with a strategically insightful, technically robust, consultative process to finalise a draft strategic plan for APLMA Board of Directors’ approval. The selected organization will then as part of the same contract, develop related work plans, program budget, results framework and funding proposals in support of the strategic plan. These documents will incorporate APLMA’s and APMEN’s key priority areas including policy advocacy, financing, access to commodities, and technical capacity building. Timeline

The consultation process for developing a full strategic plan and resulting work plans, budgets, and first-draft funding proposals is expected to commence in mid-November 2018. The Strategic Plan needs to be completed by 31 January 2019 and funding proposals by 18 February 2019.

Technical requirements

We seek an organisation with relevant experience, expertise and capacity to support development of strategic plan, work plans, results frameworks and budgeted funding proposals. In selecting an organisation, we look for dedicated staff to be made available during the project. The selected agency will have the necessary organisational resources available to support its staff efforts and will have a proven track record in delivering similar products. Some limited consultation with country and organisational partners will be required.

Submission of Expression of Interest

Interested organisations may submit an Expression of Interest of no more than 5 pages. This is primarily for an organisation to demonstrate its capability, express its approach, unique advantage for the objectives listed above. The Expression of Interest should include:

  • A capability statement including the organisation’s performance and track record undertaking similar work
  • Your nominated team’s experience, expertise and capacity to undertake the work in within the timeframe
  • A brief description of the implementation approach for achieving the objectives
  • A description of the unique advantage the organisation brings to this work
