Dr Sarthak Das
Chief Executive Officer
Dr Sarthak Das is the Chief Executive Officer of the Asia Pacific Leaders Malaria Alliance. Sarthak joined APLMA from the Harvard T.H. Chan School of Public Health where he holds appointments as Research Scientist in the Dean’s Office and Department of Health Policy and Management, and as Senior Advisor for Research Translation and Global Health Policy at the Harvard Global Health Institute. He brings 25 years of experience as a public health scientist, development practitioner, and global health policy advisor. His work spans diverse Asia Pacific settings in countries such as Cambodia, India, Indonesia, Lao PDR, Myanmar, Papua New Guinea, Viet Nam, and also in West Africa.

Sarthak graduated from Harvard College with a joint AB in Social Anthropology and Sanskrit/Indian Studies, holds a Master of Public Health from Yale University’s School of Medicine, and a Doctorate in Public Health from the University of North Carolina, Chapel Hill.
Dr Xavier Chan
Executive Vice President, Strategy
A native Singaporean, Dr Xavier Chan brings over two decades of experience in global health and development with multidisciplinary training as a clinical pharmacist and data scientist, with experience in geographic information systems, pharmaceutical supply chain and health policy expertise, in both public and private sectors. Xavier is familiar with the Greater Mekong Subregion, having served as the Clinton Health Access Initiative’s (CHAI) first Deputy Country Director in Myanmar as well as the Regional Advisor on CHAI’s Drug Access Team in Southeast Asia, while being based in Phnom Penh, Cambodia.

He previously served as the Director of Global Public Health Partnerships at the International Pharmaceutical Federation in Geneva, Switzerland and Head of Public Health and Epidemiology for China and Southeast Asia at IMS Health. He has also led market development and strategic partnerships in Asia Pacific for leading medical device, biotech and life sciences multinational corporations such as Medtronic, Illumina and Pacific Biosciences.

He is a licensed pharmacist in Singapore, with a BSc in Pharmacy from the National University of Singapore, an MSc in Geographic Information Systems from Vrije Universiteit, and a PhD in Public Health and Policy from the London School of Hygiene and Tropical Medicines.
Ms Stella low Siok Hong
Director of Finance and Operations
Ms Stella Low is an experienced Finance professional with over two decades of experience in accounting functions. Stella started her career working in a Big Four accounting firm and then went on to work in financial reporting, budgeting, GST and corporate taxation in local companies across various industries. Stella is experienced in local non-profit reporting requirements, serving as Assistant Vice President (Finance) for a developer of sustainability-focused nature attractions, where she worked with a Project team on budget monitoring and ensured completion of all statutory and financial audits. Stella holds a Bachelor of Accountancy from Nanyang Technological University and is also a Chartered Accountant (Singapore) with the Institute of Singapore Chartered Accountants.
Ms Angel teh
Senior Associate Director - Financing, Institutional Partnerships, and External Relations
Angel Teh is a global health and policy professional with close to ten years of experience working with a range of international organizations, trade associations, and multinationals in both Singapore and China including Gavi, the Vaccine Alliance; 100 Resilient Cities, pioneered by the Rockefeller Foundation; and the Global Partnership for Education. Returning home to Singapore after a six-year stint in Beijing, she brings a solid track record in managing both internal and external stakeholders to achieve strategic advocacy goals, and an academic background in public health and political science. She is passionate about policy, innovation and philanthropy, and their roles in solving the world’s most pressing health challenges.
Dr Phone Si Hein
Associate Director, APMEN
Dr Phone Si Hein is the Associate Director at Asia Pacific Malaria Elimination Network (APMEN). He joined APLMA from Population Services International where he worked as Deputy Programs Director managing multiple programmes and was the Myanmar Malaria CSO representative in the Regional CSO Platform. He has over 16 years of expertise in public health and emergency operations with a variety of organizations including UNICEF, International Organization for Migration, Save the Children, and Red Cross in Myanmar. He holds a medical degree from the University of Medicine (I), Yangon and a Master of Public Health from Mahidol University, Thailand.
ms Shubhla singh
Associate Director, Country Partnerships
Ms Shubhla Singh brings over eight years of experience in global health research and policy. Her expertise covers a range of health issues, including tuberculosis, maternal and child health, and nutrition. She specializes in public health research, implementation, and advocacy. Before joining APLMA, she led research, program design, and monitoring and evaluation efforts at Population Services International in India. Shubhla is dedicated to creating impactful partnerships with governments and implementing organizations to advance health and development initiatives both locally and globally. She earned her Master's in Public Health from the Saw Swee Hock School of Public Health at the National University of Singapore.
ms anushka mangharam
Associate Director - Evidence, Insights & Policy
Ms Anushka Mangharam is a public health professional with over a decade’s experience working across the public sector, nonprofits, and philanthropic foundations to strengthen health data collection, analysis and use in public policy.  Prior to consulting for APLMA and Vital Strategies, she served as Gender Equity Technical Advisor for the Bloomberg Philanthropies’ Data for Health Initiative at Vital Strategies, working with governments across 26 countries to improve gender data collection and use in public health policy. She has also previously worked with the Milken Institute, the WHO Western Pacific Regional Office, the Bill & Melinda Gates Foundation, and the Health Promotion Board, Singapore. Anushka holds a Master of Public Health degree from the Harvard TH Chan School of Public Health and a Bachelor of Science in Biomedical Sciences from the National University of Singapore.
Ms Pooja Jain
Manager, Country Programmes
Ms Pooja Jain leads the policy advocacy and research work for malaria elimination with a focus on the Melanesia sub-region. Previously, she established the Gender Equality, Disability and Social Inclusion workstream and led the Leaders’ Dashboard, and Monitoring and Evaluation process at APLMA. Before joining APLMA, Pooja worked as a Field Researcher in Pratham Education Foundation and as a Policy Associate for the Government of India where she reviewed education policies and led large-scale quality assessments. Pooja completed her Master's degree in Public Policy at the Lee Kuan Yew School of Public Policy in Singapore and holds a Bachelor's degree in Mathematics.
Mr Izzairin Swandi
Communications Manager
With over a decade of experience in the Singapore Public Service, Izzairin has led strategic communications initiatives and managed countries bilateral relations, with focus on addressing social and religious issues. He also has prior teaching experience as an adjunct lecturer at a local university, where his courses include modules on Professional Communication and Media & Ethics. Izzairin is passionate about evolving communication trends and has a deep interest in the dynamics of international order.

Izzairin graduated with a Bachelor of Communication from the Singapore University of Social Sciences and holds a Master of Science in International Relations from NTU, S. Rajaratnam School of International Studies.
Ms shanti vellu
Executive Manager, CEO Office and Board Liaison
Ms Shanti Vellu is the Executive Manager supporting the CEO and the Board Liaison. She has extensive experience and management skills for supporting C-suite administration. Shanti comes from a strong financial background, with over 16 years of experience. Before entering the financial sector, she was in the travel industry covering both air and ground extensively. Shanti has a degree in Arts with Diploma for Business Management and Tourism. She has a passion for helping others in any small ways that are important to her.
Ms Chen yu ting
Senior Officer, Policy and Sustainability
Ms Chen Yu Ting conducts research and analysis of policies and strategies to inform advocacy efforts. Prior to joining APLMA, Yu Ting spent six years working in public health research across Singapore, Taiwan, and the United Kingdom. She previously worked with the National Centre for Infectious Diseases (NCID) to estimate the socioeconomic impact of antimicrobial resistance in Singapore to inform policy change.

Yu Ting has a Master of Public Health degree from the National University of Singapore and a Bachelor’s degree in Global Health and Social Medicine from King’s College London. She is a co-founder of the King's College London’s Global Health Society which champions diverse health issues and causes. With an interest in antimicrobial resistance research, Yu Ting is passionate about improving public health outcomes.
Mr Shaun chng
Senior Officer, Data Insights
A senior officer in the Data and Insights team, Mr Shaun Chng brings to the table several years of research experience across various industries from the private and public sectors. Most recently a data manager in the fintech world, he is proficient in creating data workflows and maintaining data quality across complex projects.

Shaun has a Bachelor's degree in Public Policy and Global Affairs with a minor in English from Nanyang Technological University, and a Master's degree in Strategic Studies with certificates in Terrorism Studies, and the Comparative Study of Religions in Plural Societies from the S. Rajaratnam School of International Studies. Passionate in contributing to his local communities, he is a regular volunteer who can be found kayaking through the waterways of Singapore in support of environmental cleanup efforts.
Ms Maya bian
Senior Officer, Policy
Maya Bian brings several years of experience in social science research, public health policy, and project management across the Asia Pacific region. Prior to joining APLMA, she served as a regional Programs and Monitoring Advisor at Population Services International, Lao PDR, where she supported malaria elimination efforts, public health emergency preparedness and response initiatives across the Greater Mekong Subregion.

With a research background in long-term care systems in China and previous work experience in inclusive education at Special Olympics International, Maya is dedicated to advancing community-based systems and policies that foster equitable social and health outcomes. Maya earned her master's degree in China Studies from the Yenching Academy of Peking University and holds a bachelor's degree in global health.
Ms Yee wern kho
Senior Associate, Finance and Operations
Prior to join APLMA, Ms Yee Wern Kho worked with both multinational and public listed corporations, where she served as an accountant for the finance department. In her roles, she has been responsible for checking and recording all transactions for management meetings and auditing purposes. She shows independence on closing activities and provides valuable support in ensuring the accounts are closed in a timely and accurate manner. A consistent, resourceful professional, she is able to handle accounting systems very well, understands complex issues and drives results. Yee Wern holds a Bachelor of Commerce (Honours) Accounting from Universiti Tunku Abdul Rahman. She has 12 years of experience in the area of Finance and Accounting.
Ms Caroline low
Administrative and Contracts Officer
Ms Caroline Low is the Admin and Contracts Officer of the Asia Pacific Leaders Malaria Alliance. She possesses over 20 years of experience in office administration management and has worked as a high-level Office Manager, Personal Assistant, Executive Secretary, and Administrator. Over the course of her career, she has provided managerial, human resource, and office administration services including property/facilities management, business development, and secretarial roles and responsibilities in support of top managements in both for-profit and non-profit organizations. She holds a Post-Graduate Diploma in Business Administration from University of Leicester.
